First Annual IGC Meeting, Tbilisi, 2000

On March 10, 2000 President Eduard Shevardnadze of Georgia opened the first Annual Meeting of the TRACECA Intergovernmental Commission which was held in accordance with the Basic Multilateral Agreement signed on September 8, 1998 in Baku.

The IGC meeting attended by Heads of Governments, Transport Ministers and Vice Ministers of Armenia, Azerbaijan, Bulgaria, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Romania, Tajikistan, Turkey, Ukraine and Uzbekistan, as well as Representatives of the European Commission Representatives of Mongolia and Turkmenistan were invited to the Meeting as members of the TRACECA programme which have not signed the MLA.

The IGC Meeting adopted the Rules of procedures of the IGC as well as the Statute of the Permanent Secretariat and elected its Secretary General and his deputy.

The IGC Meeting adopted an Action Plan containing a list of projects to be financed by the TRACECA programme.

The participants of the Meeting emphasized the importance of the Great Silk Route for the development of the region and confirmed their willingness to increase its competitiveness. They highly assessed the role of the European Commission which has contributed almost 90 million EUROs for its development through the TRACECA programme since 1993.
