Intergovernmental Commission (IGC)

IGC Resume:

On September 8, 1998 in Baku, Azerbaijan Republic Heads of Governments of Republic of Azerbaijan, the Republic of Armenia, the Republic of Bulgaria, Georgia, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Moldova, Romania, the Republic of Tajikistan, Republic of Turkey, Ukraine, Republic of Uzbekistan and their plenipotentiaries desirous to develop economic relations, trade and transport communication in the regions of Europe, the Black Sea, Caucasus, the Caspian Sea and Asia have signed the "Basic Multilateral Agreement on International Transport for Development of the Europe - the Caucasus - Asia Corridor. In the aftermath to the signature of the Basic Multilateral Agreement in the 1998 Summit "Restoration of the Historic Silk Route", institutional structures were developed in order to put MLA objectives into action:

In 2000, the first Meeting of the Intergovernmental Commission TRACECA (IGC) was held, created on the basis of MLA to regulate the issues  regarding the implementation and the application of provisions of the Basic Agreement. Since 2001, as an executive body of the IGC, the Permanent Secretariat of the IGC TRACECA funtioning in Baku, Azerbaijan 

The Intergovernmental Commission (IGC) works according to “Rules of Procedure” and its decisions and recommendations govern the work of the Permanent Secretariat of the IGC TRACECA located in Baku. It is important to note, that the Permanent Secretariat maintains in each of its member countries permanent representations.

The TRACECA Intergovernmental Commission:

  • Consists of highest governmental authorities or their authorized representatives of MLA parties, usually Dep. Prime Ministers responsible for Transport, Ministers of Transport and/or Foreign Affairs
  • Chaired by a high level Government representative of one of the MLA parties following a rotating system
  • Meets annually and holds extraordinary sessions in case of urgent decisions to be taken
  • Directs, guides and decides upon annual action plans, amendments to the MLA, working group tasks and recommendations and other TRACECA related measures / topics
  • Elects the Secretary General of the PS IGC TRACECA
  • Adopts principle decisions with the consent of all parties, in defined cases majority decisions could be taken.
