On May 16, 2023, the Permanent Secretariat of the IGC TRACECA organized a meeting on the transportation of goods by semi-trailers via web-conferencing

The main objective is to prepare proposals fro the launch of pilot transportation of goods by road, namely by semi-trailers with replaceable truck tractors having another country of registration, including piggyback transportation in countires of the European Union for the development of transit traffic by attracting additional cargo flows to the TRACECA corridor routes.

The representatives of the competent authorities and institutions of the TRACECA MLA member-states, particularly of Azerbaijan, Bulgaria, Georgia, Kazakhstan and Romania were invited to participate at the meeting to exchange potential information and proposals on the development of transportation of goods by semi-trailers.

The Secretary General of the PS IGC TRACECA, Mr. Assavbayev A.A. noted that, considering the presence of interested carriers for shipment of goods from the countries of the European Union to the Central Asian countries along the TRACECA routes, the Permanent Secretariat has prepared a brief review on the transportation by semi-trailers, as well as a draft agreement on this issue. "In order to familiarize the countries, it is advisable to conduct pilot transportation and check the viability of these initiatives. In connection with this, firstly, it is necessary to hear the position of the countries," Mr. Assavbayev noted.

In addition, during the discussions the speakers’ attention was focused on the legal regulation and practical possibilities of transportation of goods by semi-trailers with replaceable truck tractors having a different country of registration, readiness of state bodies and interested organizations to assist in the implementation of pilot transportation of goods, cost of ferry services and the schedule of vessel traffic, border crossing procedures, including border crossing points, fees and payments, insurance requirements and conditions (semi-trailer and tractor), application of the TIR (on a semi-trailer), bilateral permits required for transportation, etc.

On the outcome of the meeting, the participants agreed to continue work in this direction.

Based on the results of the pilot transportation, a final report will be prepared and proposals for the development of transportation of goods by semi-trailers will be included.
