Seminar on the Implementation of measures to ensure that safety standards are ''to the Satisfaction of the Administration''

The European Union (EU) funded TRACECA Maritime Safety and Security II Project within its activities 2.7 organised a Seminar on the Implementation of measures to ensure that safety standards are ''to the satisfaction of the Administration''.

The Seminar was organised in Istanbul, Turkey, from Tuesday 26 April to Wednesday 27 April 2016.

The presentations of the speakers and discussion were focussed on the recurring obstacle to the effective implementation of international maritime conventions which is the lack of adoption of national regulations for the conventions' provisions that are ''to the satisfaction of the participants''. A workshop explained the mechanism of these provisions, raised awareness of the participants of their importance, and how to develop a systematic approach in fulfilling these obligations.

The following issues were discussed within the seminar:

- Introduction of the problem background occurrences in principle, Member state obligations

- Samples of occurrences in various IMO Instruments: SOLAS, LLC, MARPOL, Various Codes

- Systematic approach to IMO reporting, recommendations and guidance

- A Flag State Model, the Turkish approach

- Experience Bugaria/Romania
