Developing Aviation in the region of Central Asia and the Caucasus as one of the inherent part of Silk Road

On 21-22 May 2015 within the framework of Astana Economic Forum, Mr. Mircea Ciopraga, Secretary General of the PS IGC TRACECA met with Mr. Jordan Karamalakov, manager of IATA in the areas of Kazakhstan, Kyrgyzstan, Uzbekistan and Tajikistan and Ms. Aliya Aitaliyeva, manager of IATA aviation solutions.

The International Air Transport Association (IATA) called on the governments of Kazakhstan, Central Asia and the Caucasus to utilize air transport as a catalyst for economic growth and development.

Mr. Ciopraga and representatives of IATA discussed a number of measures to ensure the growing needs of modern society in the stable operation of aviation, safe and affordable transportation of passengers as well as high-quality delivery of goods.

Mr. Karamalakov briefed Mr. Ciopraga on the partnership of IATA with the authorities of Kazakhstan that are responsible for transport aspect, as well as about new terminal at Almaty airport in Kazakhstan.

It was also highlighted the need to improve safety in the region. And early priority for Kazakhstan is to meet all the requirements of the International Civil Aviation Organization’s (ICAO) Universal Safety Oversight Audit Program (USOAP).

IATA is urging the Kazakhstan government to follow ICAO principles and eliminate differential Air Navigation Service Provider (ANSP) charges between domestic and international carriers. Moreover, IATA is urging the implementation of independent economic regulation to safeguard international principles and standards, ensure investment in capacity and quality initiatives, and enforce a transparent consultation process for both setting charges and deciding on investments.
