Regional Workshop on Aviation Security and Risk Assessment will be held in Baku on April 29-30, 2024, organized upon the initiative of the ECAC and the PS IGC TRACECA

On April 29-30, 2024, a Regional Workshop on Aviation Security and Risk Assessment will be held in Baku, organized jointly by the Permanent Secretariat of the Intergovernmental Commission TRACECA and the European Civil Aviation Conference (ECAC), as the implementing body of the European Union-funded CASE II Project.

The main objective of the workshop is to bring together regulators and stakeholders to understand the various threats to the aviation ecosystem, develop effective methods to analyse their impact, and develop a harmonized approach to risk assessment and effective mitigating measures.

This workshop will be attended by representatives of the civil aviation authorities in TRACECA member states, experts from the range of agencies, including law enforcement authorities, and airports. In total, more than 50 participants from 13 member countries of the MLA TRACECA will attend the workshop.

The workshop will provide participants with the opportunity to explore in detail the relationship between threat, vulnerability and risk and to assess their impact on airline and airport operations.

The workshop programme includes 6 sessions focused on discussing current and emerging threats to civil aviation, assessing and mitigating risks in airside and landside areas of an airport, challenges faced in the implementation of risk assessment, etc.

This workshop is a closed event, participation in which is only possible by invitation.

  • TRACECA is an internationally-recognized program whose member countries include 14 signatories of the ‘Basic Multilateral Agreement on International Transport for Development of the Europe-the Caucasus-Asia’. These countries include Azerbaijan, Armenia, Bulgaria, Georgia, Iran, Kazakhstan, Kyrgyzstan, Moldova, Romania, Tajikistan, Turkmenistan, Türkiye, Ukraine and Uzbekistan. TRACECA is a stable platform for bringing interests together and finding optimal ways of building mutually-beneficial cooperation, as well as developing economic relations, trade and transport communications in the regions of Europe, the Black Sea, the Caucasus, the Caspian Sea and Asia.

 

The Permanent Secretariat strives to ensure that the results of the ongoing TRACECA initiatives and projects contribute to the effective development of the corridor, promote the further liberalization of foreign trade, and reduce barriers to the movement of goods along the whole transport corridor.

  • ECAC CASE II

The European Civil Aviation Conference (ECAC) is an intergovernmental organisation uniting 44 Member States to the end of promoting the development of a safe, efficient, and sustainable European air transport system.

The CASE II Project is a European Union-funded and ECAC-implemented project launched in 2020 to help combat the threat of terrorism to civil aviation in Africa, Asia, and the Middle East. The Project’s approach to this is to mobilise expertise to deliver capacity-building training activities in topics in aviation security, such as security auditing, risk assessment, or equipment inspection. These activities are delivered for the benefit of the Project’s Partner States, of which 72 have already benefited from the Project’s activities (and counting), located throughout the three target regions.

To build Partner States’ aviation security capacity, the Project Team organises three types of capacity-building activities: webinars; smaller in-country activities for up to 12 participants; and larger scale workshops, sometimes with more than 100 participants. Four permanent aviation security specialists on the Project Team deliver these activities, supported by external experts from ECAC Member States and from Partner States in the three target regions released to support the Project’s work.
