TRACECA “Maritime Safety and Security (MSS) II” project Seminar on Offshore Units Regulations launched in Baku


Two days Seminar include topics on the implementation of international regulations/recommendations for Mobile Offshore Drilling Units - MODU (ISM, ISPS), coastal state obligations vis-à-vis MODUs, working in the waters, training of personnel on MODU, guidelines for Port State Control, casualty investigations, prevention and response to pollution from offshore activities.

Representatives of State Maritime Administration of Azerbaijan, Maritime Transport Agency of Georgia, Transport Committee of Kazakhstan, representatives from the Permanent Secretariat of the IGC TRACECA and agencies of shipping industry attended the Seminar.

Capt. Bertrand Apperry, and Mr. Stephan Assheuer, key experts of the MSS II project stressed that international offshore regulations and requirements are constantly adapting to new conditions, technologies and safety issues.

In modern world safety of the population, economic efficiency of the transport, its competitiveness and finally the significance of the states showing concern for the safety and security of their transport systems depend on successful activities.

During the seminar, Mr. Ciopraga, TRACECA Secretary General noted that strategy of TRACECA development envisages a number of measures directed towards strengthening security, including maritime traffic and environmental protection within corridor. The countries constantly work on the implementation of the requirements accepted by the Convention within the framework of the International Maritime Organization (IMO) as well as on the accession of the TRACECA member states to new Conventions and Agreements.

Mr. Nazim Mammadov, Maritime expert of PS IGC TRACECA mentioned that national legislations are step-wise supplemented with basic components of the European legal standards regulating the safety and security at sea and environmental protection. 

Mr. Ciopraga emphasized that the Seminar will contribute to the exchange of advanced methods and implementation of the best practices in the regions of the Black Sea and the Caspian Sea.

Results of the Seminar and corresponding Action Plan will be disseminated between the related participants of the workshop and stakeholders of the industry.

Seminar started on 30 March and last till 31 March 2016.
