Second Meeting of the Working Group adopted the Final Recommendations on Road Transport within ITC TRACECA on 11 April 2012, in Kiev, Ukraine

Currently road transport plays an important role within TRACECA corridor which makes the MLA Parties focus their efforts on promotion and development of proper security

During the Working Group on Road Transport consisting of the plenipotentiary representatives of transport agencies and customs administrations of the MLA TRACECA Parties, the latter continued working out measures for the development of road transport. Particularly, in order to gain effect from the Concept realization, the TRACECA countries should initiate efforts for stirring up internal mechanisms with the view of ensuring the compatibility and coordination of actions in all areas of the corridor bringing about the attractive conditions for international road transport development.

Mr. Eduard Biriucov, Secretary General of TRACECA, noted that in compliance with the IGC TRACECA Strategy for development of the international transport corridor Europe-the Caucasus-Asia up to 2015 the Parties will have to continue the activity regarding harmonization of requirements to transportation process and technical specifications of transport vehicles, increase of road transport safety, delivery reduction, as well as they will have to harmonize the requirements to weight and sizes of motor vehicles transporting goods within the ITC corridor, to introduce the effective permits system. Of no small importance is the issue of border crossing simplification which necessitates applying a Single Administrative Document (SAD), completion of the process of introducing automatic customs and documentation procedures and establishment of joint customs stations.

During the discussions of the issue regarding the implementation of the Protocol of Intent between the PS IGC TRACECA and IRU concerning the development of digital maps of roads along TRACECA corridor, the Meeting recommended that an Ad Hoc Working Group be established with the aim to work out the Terms of Reference for the project and to develop a concept of geo-information (cartographic)product integrated with global navigation systems covering the space of European and Asian countries with a view to its further application in navigation systems.   

On the outcomes of the meeting within the framework of implementation of the “Visa TRACECA” Concept and with the view of improving the existing mechanisms of assigning quotas of permits for international road freight transport through the territories of TRACECA countries, and developing a uniform approach the participants of the Meeting reached a common opinion – to consider the initiative specified by the Turkish Party regarding the creation of the “TRACECA” multilateral permits system.
