On March 30, 2020, the IV Meeting of the Working Group (WG) on Multimodal Transport TRACECA was held as the web conference

The web conference was organized by the Permanent Secretariat of the IGC TRACECA in order to elaborate and agree on a single form of the document on multimodal transport along the international transport corridor (ITC) TRACECA.

Representatives of transport authorities and private operators of TRACECA countries: Bulgaria, Georgia, Iran, Kazakhstan, Romania, Tajikistan, Turkey, and Ukraine participated in the work of the WG.

Mr. A. Assavbayev, Secretary General of the PS IGC TRACECA, informed the participants of the WG about the WG previous meetings, the former standpoints of the member countries and the current situation regarding the elaboration of a common approach of the Agreement on the Development of Multimodal Transport TRACECA. The necessity to elaborate a consolidated position on the development and approval of a single form of the document was emphasized.

On the outcomes of discussions during the web conference, the opinions of the member countries of the Agreement, as well as the countries that initiated the official procedures for joining to the Agreement, were presented. 

Taking into consideration the positions expressed, the participants of the web conference were proposed to consider the elaboration of amendments directed to improve the provisions of the Agreement taking into account the current realities and the development of digitalization instruments. Specifically, the implementation of an electronic single document will significantly simplify the border crossing procedures.

At the same time, it is proposed to involve the representatives of OSJD, IRU and other international organizations in the field of transport into the development of the amendments to the Agreement, since they have already taken certain steps with regard to separate modes of transport applying paper-free technologies.

It was agreed to submit the positions of the member states of the Basic Agreement within 2 months on all proposals given above in writing. 

It should be noted that the Agreement on the Development of Multimodal Transport TRACECA was signed during the Seventh Session of the Intergovernmental Commission TRACECA in Cholpon-Ata, Issyk-Kul, Kyrgyzstan on June 16, 2009.
