On June 24, 2022, the second meeting of the PS IGC TRACECA Working Group on piloting digital solutions using eCMR took place

As an initial stage, the possibility of testing a solution for transportation with the use of a consignment note in electronic form at one of the checkpoints located between the Republic of Tajikistan and the Republic of Uzbekistan was considered.

The choice of the two mentioned countries is determined on the basis of the fact that both countries have acceded to the Additional Protocol to the Convention on the Contract for the International Carriage of Goods by Road concerning the Electronic Consignment Note (e-CMR).

The main objective of the pilot is to adapt the existing IT solutions on the electronic consignment note to the needs of the corridor countries in order to make them applicable to state bodies and carriers by preparing an appropriate technical specification as part of the work on the implementation of the Digital Concept of the ITC TRACECA.

In order to ensure the full involvement of the transportation process participants in the WG activities, representatives of customs authorities and national carriers were included in the WG.
 
One of the main issues of the WG for conducting pilot transportation using eCMR was the determination of the most suitable checkpoint between the Republic of Tajikistan and the Republic of Uzbekistan and the development of proposals for the application of an electronic consignment note

Along with this, the Agenda of the WG meeting included discussions on national requirements for working with CMR and customs authorities of the Republic of Tajikistan and the Republic of Uzbekistan, procedures for processing and reviewing documents at border crossings, structure of preliminary declaration data, availability of information systems and possible methods of sending data from the eCMR system, etc.

During the discussions, the position of the Working Group participants on international checkpoints was heard, given the necessary requirements for the system and testing the eCMR information system to obtain primary results without pilot transportation.

It should be noted that the first WG meeting was held on May 31, 2022 via videoconferencing, within the framework of which the Work Plan of the WG on Piloting was adopted.

The specialized Working Group is intended to make an invaluable contribution to the first e-CMR application in Central Asia with full functionality for regulatory state bodies. The practice of piloting will be the beginning of the experience dissemination and scaling of the information system, which will allow to switch to the full use of e-CMR in the TRACECA countries in the future.
