On July 20, 2022, the Working Group discussed a step-by-step Plan for Implementation of the Global Transit Document (GTrD) Pilot Project
The Working Group has become a logical continuation of the cooperation of the PS IGC TRACECA with the International Center for Transport Diplomacy, the Intergovernmental Council of Road Administrators and TRACECA countries that have expressed their interest in the pilot application of the Global Transit Document (GTrD).
Among the main participants of the WG were representatives of state bodies, customs departments of the TRACECA MLA member states - Azerbaijan, Kazakhstan, Uzbekistan, Tajikistan, as well as observers, including the beneficiary of the TRACECA programme – Turkmenistan.
The Agenda of the meeting covered discussions on 5 key issues, including discussions of the main transport routes and border crossing points across the territories of countries interested in piloting, participation of transport and logistics companies in pilot transportation, content and procedure for organization of training on the Tradelens (TL) platform, a Round Table held in New York dedicated to the official launch the GTrD project, as well as the Ministerial Transport Conference of Landlocked Developing Countries under the auspices of UN OHRLLS in Ashgabat.
During the exchange of views, step-by-step plan for the implementation of the pilot project by type of work were presented to the participants of the meeting. This plan will be finalized and sent to the WG members, given the comments of interested countries.
In addition, the WG participants took note of the information provided by the ICTD representatives on the order and technical organization of training of persons involved in the piloting process from countries.
"Considering that it is planned to organize training of participants in pilot transportation in the near future, it is proposed to determine the companies that will participate in piloting at the national level in a short time", said the TRACECA Secretary General, Mr. A. Assavbayev.
Following the discussions, the WG participants approved the routes through the territories of which transportation will be carried out - Azerbaijan, Kazakhstan, Tajikistan, Turkmenistan and Uzbekistan, given the proposals received from the Working Group members. In addition, the Regulations of the Working Group were approved and an agreement was reached to submit, by August 15, a list of potential participants in pilot transportation – transport and logistics companies, as well as persons to be trained.
Moreover, the interested parties will prepare for the event related to the GTrD launch, namely on August 15-16, 2022 in Ashgabat.
The Third Meeting of the Working Group is tentatively planned for September-October 2022, which will also consider the results of training and preparation for the piloting process itself.
