On 11 November 2015 Kiev hosted the Meeting of the Permanent Representatives of the IGC TRACECA in the MLA member-states

The main subject of the Meeting among the MLA TRACECA member states, representatives of the Permanent Secretariat, Delegation of the European Union to Ukraine, consultants of TRACECA technical assistance projects consisted in the discussion of the proposals and planned activities for the development of the international transport corridor TRACECA in view of profile plans and the MLA member states programmes.

The Meeting is focused on the issues intended for submission to the Intergovernmental Commission for further adoption. 

In particular, the participants of the Meeting discussed the issue on the realization of the TRACECA Master Plan for development of the international transport corridor Europe-the Caucasus-Asia; let us remind that, the EU technical assistance project LOGMOS in close cooperation with TRACECA countries developed a TRACECA Master Plan – a strategic document consisting of the analysis, conclusions and recommendations for the realization of measures aimed at further development of the international corridor Europe-the Caucasus-Asia. 

Mr. Mircea Ciopraga, Secretary General of the PS IGC TRACECA presented to the participants of the Meeting the information on the priority activities of TRACECA Master Plan, which will contribute to the development of the corridor and on which will be focused strategy of the Intergovernmental Commission for the next years regarding the benefits of implementing the provisions. The Intergovernmental Commission TRACECA will carry out monitoring of the actions and measures undertaken by the counties within the framework of their annual meetings.

During Kiev meeting Dr. Alan Ross, Team leader of Road Safety II project and Mr. Albert Bergonzo, Team leader of Maritime Safety and Security II project presented brief progress reports on the realization of the projects. Dr. Ross informed that in accordance with TRACECA Regional Action Plan on road safety the main areas of activity has been identified in which the work of the project is realized. In particular, institutional improvements, safer infrastructure and vehicles, the safety of road users, emergency of medical services, changing attitudes towards road safety.

The National Secretaries countries noted the need regarding the initiation of a master project which would cover freight turnover growth along the whole corridor, including the issues of tariffs, border-crossing procedures, and harmonization of technical regulations.

Mrs. Svetlana Didkivska, sector transport manager of the Delegation of the European Union to Ukraine presented the information on the new two regional transport projects on maritime safety and aviation safety, to be implemented under EMSA (European Maritime Safety Agency) and EASA (European Aviation Safety Agency) for beneficiary countries in Neighborhood East and Central Asian regions.

In considering the final report of the TRACECA Strategy realization it was noted that it is required to further generate and develop the integrated network of logistic knots, to create favourable conditions for multimodal and transit traffic, including the improvement of the infrastructure component of the corridor. This will allow diversification of international transport routes under the existing conditions of severe competition.
