Общие задачи и цели

The overall objective of the project is to improve transport safety and security environments in the EC neighboring and Central Asian countries in line with European standards in the field of land transport.

The Land Transport Safety has a different number of dimensions
The EU Road Safety policy covers a large group of areas


The present Project is intended to support the political dialogue in the TRACECA countries on the next areas:

As a result of this political dialogue a regional visión and a regional list of objectives may be agreed by all countries.

The involvement of the project in the railway tranpsort is quite limited.

The Land Transport Security has a different number of dimensions

  • Policy Making – Creation of a Security Policy Framework for Land Transport
  • Management of challenges to Land Transport Security, notably Terrorist Threats to Transportation Infrastructure and Land Transport Cargo Security
  • Emergency Response Planning and recovery Operations Including Transport Security Risk and Emergency Response, Emergency Response to Biological, Radioactive and Chemical Outbreaks, Major Incident Management Plan and,
  • Crisis Communication in Transport Security

The present project only involved on the incorporation of the Security Best Practices as part of the Vision of the Regional Action Plan.

Geographical Area

The project cover Armenia, Azerbaijan, Georgia, Kazakhstan, the Kyrgyz Republic, Moldova, Tajikistan, Ukraine, and Uzbekistan.

The project's main stakeholders will be the Ministries of Transport, responsible for the sustainable development of the transport policy and the transport infrastructure in their countries.

 
The Target Groups will include personnel from:

  • Land Transport Departments (Road & Rail) in the Ministries of Transport;
  • Road and Rail Agencies concerned with Regulation, Safety Oversight and Accident Investigation;
  • Other Ministries involved in safety and security issues like Ministry of Environment, Ministry of Interior;
  • Law enforcement agencies (customs authorities and police forces);
  • Technical agencies;
  • Pedagogical and administrative departments of training centers, academies, schools that are concerned with land transport disciplines.
