Basic Multilateral Agreement (MLA) TRACECA

The UN-registered Basic Multilateral Agreement (MLA) on International Transport for Development of the Europe – Caucasus - Asia Corridor signed in 1998 at Baku Summit and ratified by 13 Nations aims at:

• developing economic relations, trade and transport communications in the regions of Europe, Black Sea, the Caucasus, the Caspian Sea and Asia,

• facilitating access to the international market of road, air and railway transport and also commercial maritime navigation,

• facilitating international transport of goods and passengers and international transport of hydrocarbons,

• ensuring traffic safety, security of goods and environment protection,

• creating equal conditions of competition between different types of transport.

Agreement on Development of Multimodal Transport TRACECA

On 16 June 2009, in Cholpon-Ata, Kyrgyzstan, during the 7th Meeting of the Intergovernmental Commission TRACECA the MLA Parties adopted the Agreement on Development of Multimodal Transport TRACECA.

The Agreement regulates relations between transport organizations, multimodal transport operators, consignors, consignees, other physical and legal persons, acting on behalf of the consignor carrying goods in multimodal services, define rights, obligations and responsibilities of each participant of transport operations.

The Agreement is applied in multimodal transport of goods between the states-participants of the MLA and transit through the territories of these countries, effected by the forwarders registered on the territory of one of the Parties with the points of departure or destination on the territories of the states of the parties, with the use of all modes of transport.
