Team Leader:  Dr. Alan Ross

Qualifications:

Dr Alan Ross has several university degrees and over 30 years of experience. He has wide experience in assessing Road Safety needs and in develop­ment of Road Safety Strategies, Action Plans and projects. He is a recognized leading international expert on Road Safety issues and has advised Aid agencies and governments in benchmarking and in the design, implementation and monitoring of Road safety Strategies, Action plans and initiatives in all sectors in around 60 countries around the world. He is also the author of several international guidelines and manuals on Road safety, Road safety action plans, Safety engineering, Safety audit, etc. Several of these have been translated into other languages and are now in widespread use around the world. He has led many multi-disciplinary teams and projects   and has a very strong track record of successfully completed projects around the world

He led the World Bank efforts to establish the Global Road Safety Partnership (GRSP) and was its Technical Director during its first year to get it established and fully operational under the Red Cross in Geneva. He has been the ADB road safety adviser on the ADB –ASEAN regional road safety project covering 10 countries and assisted ADB in developing its internal road safety action plan. He is currently part time Road Safety Adviser at European Investment Bank (EIB) where he has developed their internal road safety action plan to mainstream road safety into all EIB lending and projects. He has vast experience as a road safety Adviser to various International Funding agencies, Development Banks and Government Projects around the world and is active in road safety advocacy activities at Global level including being a member of the Global committee selecting impact monitoring indicators in order to bring road safety indicators within the indicators that will be used to monitor progress on the Global Sustainable Development Goals for the next 15 years

Key Expert: Dr. Dejan Jovanov

Experience in total: 15+ years

Qualifications:

Dr. Dejan Jovanov is a very well qualified road safety expert, with more than 15 years of experience in international, regional and local projects related to engineering part of road safety.

His theoretical background includes a Ph.D. in Transport and Traffic Engineering (Road Safety Management). He has worked in 17 countries in Europe and Asia. Mr. Jovanov is a holder of several different road safety certificates and licenses: International Road Transport Union - IRU (Certified Road Transport Manager); Licensed Road Safety Auditor and Inspector in Republic of Srpska, Bosnia and Herzegovina; Serbian Engineer Association (With Traffic Design License No. 370 and Traffic Construction Control License No. 470); Association of Court Experts for Road Traffic Safety (Certified member), different road safety training courses, etc.

 

Areas of expertise:

From the beginning of his career, he was engaged in result oriented project work. He has been employed in the Public Enterprise “Roads of Serbia” (Serbian Road Administration) where he established first Road safety Unit and defined road safety policy and strategy within the organization. In the last 15 years, he has worked on numerous different international road safety projects, mostly dealing with:

 

  • Road Safety Management (preparation of Strategies and Action Plans),
  • Improvement of laws and regulations to support new road safety tools (such as RSA, RSI, BSM, iRAP, etc.) as a mandatory routine,
  • Road Safety Audits (including of preparations of Road Safety Audit Manuals, training curricula’s, training courses and certifications of trainers),
  • Black Spot Management (including of preparations of Black Spot Management Guidelines, training curricula’s and training courses),
  • Different Pilot Projects dedicated to road safety (education of children, media campaigns, local communities, RSA/RSI, BSM, iRAP, etc),
  • More than 50 designs of road signalization and equipment in Balkan region.

Regional Project Coordinator: Ms. Mariya Ivchenko

Experience in total: 4+ years

Qualifications:

Ms Mariya Ivchenko is a talented young professional with over 4 years of experience in the area of road safety as a project coordinator. She has proven project management skills having worked on several regional and local road safety projects including awareness raising in communities affected by roads rehabilitated by international development banks. Her part roles have involved coordinating inputs of the project stakeholders, preparation and arrangement of all project activities. Her current role as regional project coordinator includes coordination of inputs of over 25 road safety professionals providing advice on road safety issues in 10 countries. She is also overseeing the activities of 10 part time national level coordinators.

 

Areas of Expertise:

 

  • Coordination of the activities with the sub-contractors and beneficiaries;
  • Elaboration of related reports and written outputs;
  • Supervision/Follow-up of related events including meetings, workshops, training sessions, etc.;
  • Design of the project visibility and communication tools;

 

Main Areas of Expertise: Road Safety Projects Management and Coordination, Research on the Costs of Road Accidents to Country Economy and innovative funding mechanisms such as development impact bonds (DIBs).

Administrative Assistant: Anastasiia Kovalenko

Experience in total: 4+ years

Qualifications:

Ms. Kovalenko is a UK university graduate who has experience in English-Russian-Ukrainian translation and interpretation, conducting training, recruiting, HR analytics, social network analysis, market research and administrative assistance. Her theoretical background includes an MSc in Social and Organisational Psychology and a BA in Social Work and Psychology. Ms. Kovalenko and her MSc research apprenticeship team explored the role of third parties in violence regulation via Social Network Analysis. In her BA research, she developed and implemented an assessment method for the effectiveness of an international project on a new mentoring system in Ukraine.
