Georgia

Georgia occupies a very central and strategic geographical position in the Southern Caucasus region. It constitutes the western neck of Caucasus through which cargos using the TRACECA corridor are transported. The importance of Georgia is also reinforced as it represents the main gateway to the neighboring and landlocked Republic of Armenia.

Georgia borders Russia in the North, Azerbaijan in the East, Armenia in the South as well as Turkey. A common maritime border is also shared with Ukraine.

Georgia has also been an active member of TRACECA since the Brussels Conference in May 1993 which gave birth to the TRACECA programme.

Institutional reforms were implemented in 2011 to increase the efficiency of the transport sector. One of the biggest achievements was accomplished through the structural reforms which separated the policy making body from the regulatory one. The policy making function was allocated to the Transport Policy Department of the Ministry of Economy and Sustainable Development of Georgia and regulatory to the three separate and independent agencies established after the division of the United Transport Administration of the Ministry. Each agency is responsible for its own sphere, operating with its own budget – the Legal Entities of Public Law – Civil Aviation, Maritime Transport and Land Transport agencies. The Transport Policy Department of the Ministry of Economy and Sustainable Development of Georgia is responsible for devising the national transport policy.

The policy of Georgia targets integration into the world economy attracting international business and establishing a favorable investment environment, including legal provisions for the policy of economic liberalization.

To respond to the existing challenges for MOS and ILC promotion, the LOGMOS team supported a pre-screening for potential pilot projects. The pre-screening was based on the multi criteria analysis of proposed projects. Feasibility studies were elaborated for four selected pilot projects for Georgia.

The LOGMOS team carried out a comprehensive country analysis covering the national transport policy, strategic challenges, legal environment and investments in the transport and logistics sector. Findings of this study were reflected in a Country Profile based on the following structure:
