Second Meeting of the Working Group for organization and implementation of pilot project on use of electronic CIM/SMGS railway consignment note along selected TRACECA routes held virtually on December 14,2023

The Second meeting of the Working Group for organization and implementation of electronic CIM/SMGS railway consignment note along selected TRACECA routes was organized virtually on 14th December 2023. The members of the Pilot Project Working Group, which include representatives from transport ministries, railway operators, and other stakeholders from the five participating countries Azerbaijan, Georgia, Kazakhstan, Türkiye and Ukraine, have gathered to discuss progress since the last meeting held in mid-September 2023. The meeting was organized in coordination between Organization for Co-operation between Railways (OSJD), International Rail Transport Committee (CIT), International Union of Railways (UIC), United Nations Economic Commission for Europe (UN ECE), United Nations Centre for Trade Facilitation and Electronic Business (UN/CEFACT) and PS IGC TRACECA. Over 40 participants have joined the meeting of the Working Group.

At the meeting, progress was noted in development of e-CIM/SMGS digital prototype as result of the activities in the Sub-Working Group of IT experts (that had its first online meeting on 16 November 2023) with support from the external consultant and UN CEFACT experts. It is expected the e-CIM/SMGS digital prototype to be finalized for testing purposes early next year. Several complementary railway digitalization initiatives have been presented for consideration by the working group members (DTC Global (Digital Transport Corridor), World Bank Middle Corridor Platform of Platforms concept, RailData solutions). The Working Group started discussion on preparations for virtual and parallel testing of e-CIM/SMGS digital prototype which is targeted for first half of 2024.
 
Other pilot project activities have been suggested, including addressing legal issues, integration with Customs procedures, and electronic exchange of information with other stakeholders in multimodal transport operations. Digitalization of railway transport documents is expected to increase efficiency, and support facilitation of international railway transport along TRACECA corridor.
