Meeting of the Permanent Secretariat of the IGC TRACECA and the Working Group on Increasing Competitiveness were held on 6 October 2011, in Tbilisi/Georgia

The Meeting of the Permanent Secretariat in Tbilisi is the concluding meeting of preparation for the Ninth Annual meeting of the Intergovernmental Commission TRACECA to be held on 24-25 November 2011, in Bucharest, Romania.

The meetings were attended by Secretary General of the PS IGC TRACECA, Mr. Eduard Biriucov, Permanent Representatives (National Secretaries) of the Permanent Secretariat (PS) of the IGC TRACECA in the MLA member states, representative of the European Commission, Mrs. Carmen Falkenberg, TRACECA projects’ team-leaders and consultants, permanent representative of the Republic of Lithuania as an observer at the PS IGC TRACECA meetings, representatives of transport agencies, railway administrations, sea ports, shipping and transport companies, and the delegation of the Republic of Turkmenistan, the participating country to the TRACECA Brussels Declaration of 1993.

The Meeting of the Permanent Secretariat of the IGC TRACECA discussed a number of issues included in the Agenda of the forthcoming IGC: financial issues, reports of realization in 2010 by the MLA Parties of the Action Plan for 2010-2012 for the implementation of the Strategy of the IGC TRACECA for development of the international transport corridor “Europe-the Caucasus-Asia” (TRACECA) for the period up to 2015, drafts documentation on cooperation with the “Silk Road” Customs Cooperation Initiative (CCI), current analysis and recommended actions of the PS IGC TRACECA to increase the competitiveness of the ITC TRACECA. 

The Parties discussed the final draft of the TRACECA Regional Action Strategy on Maritime Safety and Security and Environmental Protection for the period up to 2021 and elaboration of the Plan of Actions on Enhancement of Land Transport Safety and Security within the TRACECA corridor to be submitted for discussion at the Intergovernmental Commission. The technical assistance Project “Logistical Processes and Motorways of the Sea II” (LOGMOS) informed the Project beneficiaries on the progress of its implementation to achieve the intended aims.

During the discussions of the Working Group on Increasing Competitiveness of Combined Railway-Maritime Traffic within TRACECA Corridor the plenipotentiary representatives of transport agencies, railway administrations, sea ports, shipping and transport companies of the TRACECA MLA Parties signed the relevant Protocol.

The Meeting participants expressed their special gratitude to the Georgian Party for their cordial welcome and high level arrangement of the Meetings of the PS IGC TRACECA and the Working Group.
