First Meeting of the Working Group for organization and implementation of pilot project on use of electronic CIM/SMGS railway consignment note along selected TRACECA routes held on September 15, 2023 via web conferencing
The members of the Pilot Project Working Group, which include representatives from transport ministries, railway operators, maritime transport and port operators as well as Customs authorities from the five participating countries Azerbaijan, Georgia, Kazakhstan, Türkiye and Ukraine, have gathered to discuss initial activities under the pilot project.
This pilot project is based on the Memorandum of Understanding singed on 22nd May 2023. The meeting was organized in coordination between Organisation for Co-operation between Railways (OSJD), International Rail Transport Committee (CIT), United Nations Economic Commission for Europe (UN ECE), United Nations Centre for Trade Facilitation and Electronic Business (UN/CEFACT) and PS IGC TRACECA.
At the meeting in which participated over 45 participants, initial analysis of legal and technical (IT) aspects for use of electronic CIM/SMGS consignment note have been discussed. In the next phases, it is expected to develop suggestions for providing legal environment necessary to fully implement electronic CIM/SMGS consignment note along TRACECA corridor.
Potential technical support for the pilot project on use of e-CIM/SMGS along selected TRACECA routes has been presented such as development of prototype of electronic CIM/SMGS electronic document in cooperation with UN ECE; development of EDIFACT/XML convertor; as well as using of UN data models, standards and artifacts developed by UN/CEFACT experts. All activities will be coordinated with international railway organizations such as OJSD, CIT and UIC; with secretarial support from PS IGC TRACECA.
The pilot project activities are being scheduled for next two years, with goal to enable virtual and parallel testing of existing and newly developed technical solutions for electronic information exchange of e-CIM/SMGS consignment note on cross-border and national level, that will facilitate transition towards organization of paperless railway transport in future.
Digitalization of railway transport documents is expected to increase efficiency, and support facilitation of international railway transport along TRACECA corridor.
