Black Sea Digital Logistics Corridor

Black Sea Digital Logistics Corridor — connecting transport data across the Black Sea

Connecting information along the freight journey

The Black Sea Digital Logistics Corridor (BSDLC) is a proposed programme to improve the exchange and use of freight information between public authorities, ports and transport operators across the Black Sea region.

A shipment crosses jurisdictions and moves between transport modes, with different authorities and operators involved along the route. Information available at one stage may not reach the next participant in time or in a usable form. BSDLC addresses these gaps through cooperation on data exchange, procedures and the conditions for authorised access to information.

From concept to practical cooperation

The proposed approach starts with specific freight movements and documented operational needs. It examines how existing systems and standards can be used or adapted, and identifies the agreements, technical connections and responsibilities needed for each use case.

National authorities and operators retain their respective powers and obligations. Any operational deployment would depend on the necessary approvals, legal arrangements, financing and technical preparation.

The programme framework is under development. This presentation describes the concept and does not announce an operational service.

Romania–Georgia rail and road ferry — proposed Black Sea connection for railway wagons and road freight

A rail and road connection across the Black Sea

Romania is promoting a ferry connection with Georgia to carry railway wagons and road freight across the Black Sea. The initiative aims to connect the Port of Constanța with Georgia’s transport network and onward routes through the South Caucasus towards Central Asia.

The concept envisages a ferry equipped with dual-gauge tracks for standard-gauge and broad-gauge railway wagons, alongside capacity for road freight vehicles. By combining rail and road transport on the maritime crossing, the proposed service would expand routing options for shippers and logistics operators between Europe and Asia.

Developing partnerships and financing opportunities

Romania is promoting the initiative within the Global Gateway framework to explore financing opportunities and bring together public authorities, port administrations, transport operators and potential investors. The objective is to advance project preparation and establish the technical, operational and commercial conditions for a viable service.

Further development would assess freight demand, vessel specifications, port facilities and connections with inland rail and road networks. The Georgian port and operating arrangements would be determined through technical and commercial assessment and cooperation with the relevant partners.

Cooperation is welcome with institutions, operators and investors interested in project preparation, financing and future service development.
