Kazakhstan. Updated. Regime of cargo transportation in terms of COVID-19 as of 7 June 2020
To prevent the spread of COVID-19 coronavirus infection, the restrictive measures on the entry into the Republic of Kazakhstan by the Decree of the Chief State Sanitary Doctor of the Republic of Kazakhstan dated 06 June 2020 No. 39 on “Amendments and additions to the Decree of the Chief State Sanitary Doctor of the Republic of Kazakhstan No.37 dated 22 May 2020" have been changed.
The decree facilitates procedures for citizens arriving in the country from abroad. It means that if they do not have a PCR certificate with a negative result for coronavirus (the validity of the certificate is no more than 5 days), they will be sent to quarantine for up to two days in order to check for COVID-19. If this certificate is available, the arriving citizens are not subject to isolation.
In particular, according to the Decree, all persons arriving by flights from abroad to the Republic of Kazakhstan, except for the government delegations of the Republic of Kazakhstan; members of the official delegations of foreign countries and international organizations arriving in the Republic of Kazakhstan upon the invitation of the Ministry of Foreign Affairs of the Republic of Kazakhstan; employees of the diplomatic missions, consulates and representative offices of the international organizations accredited in the Republic of Kazakhstan, and their family members; airline crews; persons who provided a certificate of examination for COVID-19 with a negative result of laboratory examination by PCR issued no later than 5 days from the date of crossing the state border of the Republic of Kazakhstan are subject to isolation in a quarantine hospital for the laboratory examination for COVID-19 for up to 2 days.
After obtaining the results of a laboratory examination for COVID-19, persons with a positive result are transferred to an infectious hospital, and persons with a negative result for COVID-19 are given an explanation of possible symptoms of COVID-19 with a corresponding receipt.
Persons with symptoms that do not exclude COVID-19, by passing the quarantine hospital, are hospitalized in a provisional hospital.
Persons arriving from abroad by flights and providing a certificate of examination for COVID-19 with a negative result of laboratory examination by PCR issued no later than 5 days after the date of crossing the state border of the Republic of Kazakhstan are not subject to isolation in a quarantine hospital for laboratory examination for COVID-19 for up to 2 days. They are given an explanation of the possible symptoms of COVID-19 with a corresponding receipt.
Airline crews are subject to medical supervision at the place of residence (stay) by calling (if possible, by video call).
In addition, the following measures will be carried out in respect of persons arriving in the Republic of Kazakhstan from the EAEU countries and the Republic of Uzbekistan through border crossing points across the state border of the Republic of Kazakhstan by railway, sea, river transport and auto-crossings:
Questioning and material sampling for the laboratory research for COVID-19 by PCR at the places of crossing the state border of the Republic of Kazakhstan for all persons who arrived from the EAEU countries and the Republic of Uzbekistan through the border crossing points across the state border of the Republic of Kazakhstan on railway, sea, river transport and auto-crossings, except for the government delegations of the Republic of Kazakhstan; members of official delegations of foreign countries and international organisations arriving in the Republic of Kazakhstan upon the invitation of the Ministry of Foreign Affairs of the Republic of Kazakhstan; employees of the diplomatic missions, consulates and representative offices of international organizations accredited in the Republic of Kazakhstan, and their family members; persons carrying out the international road transport of goods transiting through the territory of the Republic of Kazakhstan.
After the material sampling for the laboratory examination for COVID-19 by PCR and questioning , the newcomers continue to follow the route to their place of destination. In case of receiving a positive result of the laboratory examination for COVID-19 of the newcomers, the relevant medical examination is carried out, and if there are symptoms of COVID-19 he\ she is sent for hospitalization in the infectious hospital.
If there are no symptoms of COVID-19, a newcomer receives explanations about the possible symptoms of COVID-19 and about the necessity to contact the PHC organization upon the arrival to the place of destination and inform about the positive result of the examination for COVID-19.
