PERMANENT SECRETARIAT (PS) OF THE INTERGOVERNMENTAL COMMISSION (IGC) TRACECA ANNOUNCES A COMPETITION FOR A POSITION OF THE BORDER-CROSSING EXPERT

PRELIMINARY DATE OF THE COMPETITION COMMISSION MEETING: 17 July 2026

 

Main objective of position:

  • Facilitating the simplification and harmonization of border crossing procedures in the performance of transportations along the Europe-the Caucasus-Asia corridor, taking into account the objectives set out in the Basic Multilateral Agreement, TRACECA agreements and policy documents;
  • Supporting the TRACECA countries in the implementation of international acts in the field of customs and other types of border control, customs processing of goods, including issues of customs transit and clearance, planning and functioning of border crossing points, management and organization of activities of the authorized state bodies represented at border crossing points, assessment of border services work and other issues related to the organization, functioning and procedures of border crossing.

 

Key tasks:

  • Monitoring of implementation of the MLA, TRACECA agreements and policy documents regarding border crossing procedures, including the preparation of relevant working documents/studies/statistics/information on the qualitative level of their implementation;
  •  Monitoring of implementation of decisions and recommendations of the IGC and the PS IGC TRACECA applicable to border crossing issues;
  •  Preparation of draft documents of the IGC and the PS IGC TRACECA on the implementation of the MLA, TRACECA agreements and policy documents in the field of border crossing procedures;
  • Initiating the development of new legal acts and amending existing TRACECA legal acts in the field of border crossing procedures;
  •  Development of recommendations for the MLA Parties on cooperation with sectoral international organizations and institutions to ensure harmonization and simplification of border crossing procedures;
  •  Research and analysis of current international, European and national norms regulating border crossing issues;
  • Other.

 

Minimum qualification requirements:

  • Higher education in the field of customs, transport, law and economics;
  • Work experience of at least 3 years, preferably in the field of customs control in government bodies and/or in international organizations/ companies/ projects, specialized in the development of international transport.

 

Skills and abilities requirements:

  • Fluency in the English language. Russian language will be considered as an advantage;
  • Good analytical skills;
  • Good knowledge of the standard computer office programmes, database application;
  • Time management skills, as well as the ability to work both independently and in a team; 
  • Good skills in presentation of materials;
  • Initiative, creativity, striving for self-improvement, ethical behavior.

 

Employment conditions:

Remote work. In case of necessity, permanent work at the TRACECA Headquarters in Baku. Contract period – 2 years, with the possibility of the extension for the next two-year period, five-day working week (days off – Saturday and Sunday, non-working holidays – in compliance with the legislation of the Republic of Azerbaijan).

Note: On the first stage documents shall be provided with notarized translations into the Russian or English languages, if they are issued or drawn up in the languages of the MLA countries that are not the Russian or English languages, except the documents confirming the required professional education, qualifications and work experience.

PRELIMINARY DATE OF THE COMPETITION COMMISSION MEETING: 17 July 2026

 

Main objective of position:

  • Promotion of transport digitalization within the Europe-the Caucasus-Asia corridor, taking into account the objectives set out in the Basic Multilateral Agreement, TRACECA agreements and policy documents;
  • Promotion and further assistance in the implementation of information technologies in border crossing procedures and the implementation of initiatives and projects aimed at digitalization of transportation and transport documents.

    Key tasks
    :

  • General monitoring of implementation of the MLA, TRACECA agreements and policy documents, including the preparation of relevant working documents/studies/statistics/information on digitalization of transportations, border-crossing procedures and transport documents;
  • Development of drafts of TRACECA policy documents, Action Plans for the implementation of policy documents in the field of digitalization;
  • Monitoring the implementation of decisions and recommendations of the IGC and the PS IGC TRACECA applicable to implementation of information technologies;
  • Initiating the development of new legal acts and amending existing TRACECA legal acts in the field of digitalization;
  • Monitoring of implementation of the Digital Concept of the International Transport Corridor TRACECA, updating it and preparing proposals for amendments or additions;
  •  Study of current data on application in the TRACECA countries of national and international rules, conventions and contracts related to digitalization of transportations;
  •  Development of proposals and approaches for digitalization of transport procedures and border crossing between the TRACECA countries;
  •  Study of the international experience of digitalization of transport documents and preparation of appropriate recommendations for the introduction and application of digital transport documents within TRACECA;
  •  Study and collection of information on the current level of digitalization of transportations in the TRACECA countries and collection of information on the prospects for the introduction of information technologies in the field of transport in the TRACECA countries;
  •  Preparation of proposals for the implementation, development and functioning of the TRACECA information system, mobile application and other solutions;
  •  Preparation of proposals, implementation and functioning of the TRACECA smart map;
  •  Elaboration of proposals on possible measures to stimulate digitalization in the TRACECA countries at the national level;
  •  Other.

 

Minimum qualification requirements:

  • Higher technical education (preferably in the field of information technologies, programming or information security);
  • 3-year work experience in government agencies and/or organizations for information technologies and digitalization, mainly with experience in international organizations/ companies/ projects in the field of digitalization. 

 

Skills and abilities requirements:

  • Expertise in the implementation of international initiatives and projects on digitalization in the field of transport;
  • Skills in developing strategies/policies/work plans, programming or functioning of corporate information systems;
  • Knowledge of the TRACECA legal documents regulating digitalization issues;
  • Ability to operate databases of scientific, technical, statistical data in the field of digitalization;
  • Fluency in the English language. Russian language will be considered as an advantage;
  • Good knowledge of standard computer office and application programmes;
  • Time management skills, experts’ team management skills, as well as the ability to work both independently and in a team; 
  • Good skills in presentation of materials, negotiation and mediation;
  •  Initiative, desire for self-improvement, ability to analyse, ethical behavior.

PRELIMINARY DATE OF THE COMPETITION COMMISSION MEETING: 17 July 2026

 


Main objective of the position:

  • Promoting the development of multimodal transport, including issues of international maritime navigation, inland waterway transport, road and rail transport, as well as combined transport using air transport, along the Europe-the Caucasus-Asia corridor, taking into account the goals set out in the Basic Multilateral Agreement, TRACECA agreements and policy documents;
  • Increasing the competitiveness of the TRACECA corridor by ensuring the connectivity of different modes of transport and removing barriers in the organization of multimodal transport.

 

Key tasks:

  • Monitoring of the implementation of the MLA, TRACECA agreements and policy documents regarding multimodal transport, including the preparation of relevant working documents/studies/statistics/information on the qualitative level of their implementation;
  •  Monitoring of the implementation of decisions and recommendations of the IGC and the PS IGC TRACECA applicable to multimodal transport;
  • Preparation of draft documents of the IGC and the PS IGC TRACECA on the implementation of the MLA, TRACECA agreement and policy documents in the field of multimodal transport;
  • Initiating the development of new legal acts and amending existing TRACECA legal acts in the field of multimodal transport;
  • Monitoring of functioning of the TRACECA Permits System, preparation of relevant decisions of the IGC TRACECA on its further development, development of proposals for improving the rules and procedures of the TRACECA Permits System;
  • Study of current data on the application in the TRACECA countries of national and international rules, conventions and contracts related to multimodal transportations;
  • E4laboration of proposals on defining common approaches to determining tariffs for the carriage of goods by rail and sea in international traffic through the territories of the countries of the TRACECA corridor;
  • Development of proposals on possible measures to stimulate multimodal transportations, including measures to support/subsidize the rail and sea transportation costs, as well as other logistics costs, including loading and unloading at terminals and seaports;
  •  Development of recommendations for the MLA Parties on cooperation with sectoral international organizations and institutions to ensure the development of maritime and multimodal communication and port infrastructure of the corridor;
  •  Analysis of freight traffic volumes along the TRACECA corridor with a comparative analysis of traffic volumes on alternative transport routes;
  • Other.

 

Minimum qualification requirements:

Higher education in the field of transport, economics, customs, work experience of at least 5 years in the field of transport in government agencies and/or in international organizations/companies/projects.

 

Skills and abilities requirements:

  • Fluency in the English language. Russian language will be considered as an advantage;
  • Good analytical skills;
  • Good knowledge of the standard computer office programmes;
  • Time management skills, as well as the ability to work both independently and in a team; 
  • Good skills in presentation of materials;
