Kazakhstan: On border control measures taken with regard to the pandemic of the coronavirus (COVID-19) as of 7 April 2020

Clarifications: 
Drivers engaged in international freight transport are allowed to cross the border only with foreign passports (regardless of citizenship). 

In order to prevent the spread of coronavirus infection in the country in the seaports of Aktau and Kuryk, the carriage of passengers is prohibited, with the exception of truck drivers. Transhipment of cargo through seaports is carried out strictly in compliance with sanitary and epidemiological standards.
2Limitation of the border check points to perform transport of goodsThe list of checkpoints for the transport of goods is determined.

Clarifications:
1. Foreign drivers and freight vehicles under their control that transit through the territory of the Republic of Kazakhstan may cross the State border only at the following checkpoints:

on the border with the Kyrgyz Republic:
1. checkpoint "Karasu" (Zhambyl region);
2. Aisha-bibi checkpoint (Zhambyl region).
on the border with the Republic of Uzbekistan:
3. checkpoint "Kaplanbek" (Turkestan region);
4. checkpoint "Kazygurt" (Turkestan region);
5. checkpoint "Tazhen" (Mangystau region).
on the border with Turkmenistan:
6. checkpoint "Temir Baba" (Mangystau region).
on the border with the People's Republic of China:
7. checkpoint "Nurzholy" (Almaty Oblast);
8. checkpoint "Dostyk" (Almaty region);
9. checkpoint "Kairak" (Kostanay region);
10. checkpoint "Zhana Zhol" (North Kazakhstan region);
11. checkpoint "Karakog" (North Kazakhstan region);
12. checkpoint "Sharbakty" (Pavlodar region);
13. checkpoint "Urlitobe" (Pavlodar region);
14. checkpoint "Kosak" (Pavlodar region);
15. checkpoint "Auyl" (East Kazakhstan region);

From 00:00 on April 4, 2020, the following automobile checkpoints at certain sections of the State border of the Republic of Kazakhstan are temporarily closed:
1. Kolzhat checkpoint (Almaty region) on the border with the People's Republic of China;
2. Bakhty border crossing point (East Kazakhstan region) on the border with the People's Republic of China;
3. checkpoint "Maykapchagay" (East Kazakhstan region) on the border with the People's Republic of China;
4. Tselinny Turkestan region with the Republic of Uzbekistan;
5. Syrdarya Turkestan region on the border with the Republic of Uzbekistan;
6. Auhatti Zhambyl region on the border with the Kyrgyz Republic;
7. Korday Zhambyl region on the border with the Kyrgyz Republic;
8. Sypatay batyr Zhambyl region on the border with the Kyrgyz Republic;
9. Sartobe Zhambyl region on the border with the Kyrgyz Republic;
10. Kegen Almaty region on the border with the Kyrgyz Republic.


2. Drivers and non-transit vehicles enter or leave the country through all functioning checkpoints
3Creation of the “green corridors” at the border crossing pointsThe movement mode 24/7 is provided.

Clarifications:
A “green corridor” has been opened for the import of socially significant products, in particular, the main importers of socially significant goods are exempted from applying customs control forms during clearance (customs inspection, examination and control of the customs value of goods).

Passing through checkpoints takes time specified by law.

Clarifications:
The administrative burden on the border in other business categories has been reduced by narrowing the “red and yellow corridors”.
5Reduction of border crossing proceduresBorder crossing procedures were supplemented by sanitary norms observance (including disinfection of a vehicle on the border, passport inspection for revealing of stay in the countries under the unfavourable situation, etc.).

Clarifications:
If the driver, for the last 15 days, has visited category 1a risk countries, then a pass through the vehicle’s border is possible only if sanitary and quarantine officers conduct sanitary and epidemiological measures.
6Health screeningHealth screening is performed by applying the cameras without stop of the border crossing procedure.
Screening with the aid of remote thermometers is performed within one minute.
7Other inspections of documents and goods Other kinds of documents and goods’ inspections are not carried out.

Drivers engaged in international freight transport are allowed to cross the state border of the Republic of Kazakhstan only with foreign passports (regardless of citizenship)
8Possibility of temporary relaxation regarding the requirements to driving and rest times for drivers Temporary relaxation requirements are not envisaged
