On December 11, 2024, the Meeting of the Permanent Representatives (National Secretaries) of the PS IGC TRACECA was held in Tbilisi, Georgia

The meeting was attended by the Permanent Representatives (National Secretaries) of the Permanent Secretariat of the IGC TRACECA and experts in the MLA member countries, representatives of the Georgian Party chairing the IGC, as well as the team of the Permanent Secretariat of the IGC TRACECA.

As part of the opening of the meeting, the Secretary General of the PS IGC TRACECA, Mr. A.A. Assavbayev welcomed all participants and expressed sincere gratitude to the Georgian Party in the person of Deputy Minister of Economy and Sustainable Development and National Secretary, Mr. Guram Guramishvili for the warm welcome and hospitality.

The Secretary General informed the participants of the meeting about the activities and events that took place since the last PS meeting on June 11, 2024.

Considering the period of Georgia's Chairmanship for the second year in a row and the need to comply with the procedures defined in the MLA and Rules, during the meeting, the representative of the Iranian Party informed the participants about the willingness to hold the Seventeenth Meeting of the IGC TRACECA on February 25-26, 2025 in Tehran. The corresponding invitations were sent to the Parties of the MLA TRACECA.

Within the framework of 7 items on the Agenda, the TRACECA National Secretaries and experts agreed and adopted the draft Review of bonded warehouses/zones for further approval at the Seventeenth Annual Meeting of the IGC TRACECA.

The meeting participants took note of the information on the results of the TRACECA Multilateral Permits System in 2023, reviewed and discussed the results of evaluating road checkpoints for 2023, and noted the importance of continuing work on this issue.

Following the discussion of the provisions of the Main Provisions of the TRACECA Business Council, the Parties agreed to continue working on finalizing the text of the document.

The Parties also reviewed the draft amendments and additions to some TRACECA documents, considering comments received from the Azerbaijani, Romanian and Turkish Parties. Following the discussion, the Meeting recommended to finalize the proposals for further discussion during the next PS meeting.  

Under item 6 of the Agenda, the Report on freight traffic statistics along the routes of the TRACECA corridor for 2023 was heard, the participants emphasized the importance of continuing work in the formation of reliable data on traffic volumes. The document will be updated as the relevant information is provided by the MLA Parties in accordance with the Methodology.

On the last item on the Agenda, it is recommended to submit the list of persons nominated for TRACECA awards to the Chairman of the IGC TRACECA for approval.

At the end, the Secretary General, Mr. A.A. Assavbayev, thanked all participants for an active and constructive dialogue.

In general, agreements were reached on all issues on the Agenda, which are formalized by the relevant Final Recommendations. 

For reference:

- Since February 10, 2023, Georgia has been the Chairman Party in the IGC TRACECA.

- TRACECA includes the transport system of 14 participating countries united by the idea of developing the international transport corridor Europe-the Caucasus-Asia.
